     On page 6, after line 6, insert the following:

A(9) Nothing in this section authorizes a change in a water right or a portion of a water right that has not been perfected through beneficial use prior to the change.@

EFFECT: The authority provided by the bill to change a water right to use the water made surplus through efficiencies applies only to water beneficially used under the right before the change.
