     On page 5, after line 14, insert ANEW SECTION. Sec. 8. A project that involves the movement of two million cubic yards or more of soil shall provide complete on-site mitigation at the site where the soil is removed and the site where the soil is to be placed.@

Renumber remaining sections consecutively and correct internal references accordingly.

EFFECT:  Requires projects involving the movement of 2 million or more cubic yards of soil to be mitigated where the soil is removed and placed.
