     On page 2, beginning on line 3, after "voters" strike all material through "Freedom" on line 4 and insert "in Snohomish"

EFFECT:  The issue of creation of Freedom County shall be submitted to the voters of Snohomish County, rather than the voters residing within the boundaries of the proposed Freedom County.
