Correct the title

EFFECT:  Deletes all provisions except the provisions establishing a class 3 civil infraction for minors who possess cigarettes or tobacco products, allowing courts to impose four hours of community service as an added penalty, and requiring licensed retailers to include reference to these penalties on required signs posted in each establishment.
