     On page 7, after line 29 insert, ANEW SECTION. Sec. 5. A new section is added to chapter 70.87 RCW to read as follows:

     Any fee authorized under this chapter shall not be newly imposed or increased without prior legislative approval.@

EFFECT:    Prohibits the Department of Labor and Industries from

               imposing new fees or increasing existing fees without

               prior approval from the Legislature.
