Providing facilities for social service organizations.



    AN ACT Relating to capital projects for social service organizations; and adding a new chapter to Title 43 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  The legislature finds that nonstate organizations provide a variety of social services that serve the needs of the citizens of Washington and that these organizations could direct more of their efforts to service delivery if they had a stable and predictable supplemental resource to provide the facilities in which to offer these services and that collocating these services with state organizations will work in the best interest of service delivery.

 

    NEW SECTION.  Sec. 2.  The department of community, trade, and economic development shall establish a competitive process to solicit proposals for and prioritize nonresidential capital projects for programs that are or will be providing social services.  The department shall adopt rules in consultation with a citizen advisory committee governing project eligibility and evaluation criteria for such projects to be funded at a level of up to twenty-five percent of the total project cost in the state capital budget and from legislative appropriations for this purpose.  The nonstate portion of the total project cost may include in-kind contributions.  Application for funding of specific projects may be made to the department by local governments, nonprofit corporations, and other entities, as determined by the department.  Eligible entities may also make application for funding if they collocate in facilities with a state agency, board, or commission.

 

    NEW SECTION.  Sec. 3.  Before November 1 of each year, beginning in 1997, the department shall develop and submit to the chairs of the house of representatives capital budget committee and senate ways and  means committee, or their succeeding committees, a list of projects which are recommended for funding under this chapter.  The list shall  include a description of each project, the amount of recommended state financing, and documentation of nonstate funds to be used for the project.  The department shall not sign contracts or otherwise financially obligate funds under this chapter until the legislature has approved a specific list of projects.  The legislature may remove projects from the list recommended by the department, but may not add projects or change project priorities.

 

    NEW SECTION.  Sec. 4.  Sections 1 through 3 of this act constitute a new chapter in Title 43 RCW.
