Authorizing interstate agreements for public assistance cross matches.


    AN ACT Relating to interstate agreements for public assistance cross matches; adding a new section to chapter 74.04 RCW; providing an expiration date; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 74.04 RCW to read as follows:

    (1) The secretary is authorized to execute, on behalf of the state of Washington, agreements with the agencies of neighboring states to compare public assistance caseload rolls.  The purpose of the data comparison is to identify persons receiving grants in more than one state.  The secretary shall make reasonable efforts to enter into interstate agreements containing appropriate terms and conditions to allow caseload comparisons.  Reasonable efforts include, but are not limited to, contacting the appropriate officers or agencies in neighboring states, drafting proposed agreements, negotiating the terms of any proposed agreement, and composing computer programs required for the implementation of any agreement.

    (2) The secretary shall report to the house committee on children and family services, by July 1, 1998, department efforts and progress toward executing agreements with neighboring states to compare caseload data.

 

    NEW SECTION.  Sec. 2.  This act expires July 1, 1999.

 

    NEW SECTION.  Sec. 3.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and takes effect immediately.
