     On page 11, after line 29, insert the following:

 

     "NEW SECTION.  Sec. 11.  Specified portions of this act shall be subject to the following effective dates:

     (1) Except as provided in subsection (4) of this section, section 8 of this act is effective September 1, 1999;

     (2)  Section 1, subsection(3) of this act is effective April 1, 2000;

     (3)  Section 6 of this act is effective September 1, 1999; and

     (4) For licensed driver's that move to this state and obtain a Washington driver's license, the department of licensing shall begin tracking the date when the new Washington resident first obtained his or her original license to drive no later than April 1, 2000."

 

     Effect: This amendment provides for a delayed effective date for portions of 2SHB 1147.  The delays were requested by the department of licensing in order to give it time to make the necessary changes to its computer system.

 

CThe effective date for the restricted license for novice drivers who commit traffic infractions is September 1, 1999;

CThe effective date for allowing the parent or guardian who authorized a minor to obtain a driver's license to revoke that license is April 1, 2000;

CThe department's duty to collect and store information about where a driver's license applicant took driver's education is effectve September 1, 1999;

CThe departments duty to track the date of first licensure for licensed drivers who move here from out-of-state is effective April 1, 2000.
