     On page 3, line 29, increase the general fund-state appropriation by $250,000.

     On page 3, line 30, increase the general fund-state appropriation by $250,000.

     On page 3, line 31, increase the total appropriation by $500,000.

     On page 4, after line 32, insert the following:

     A(7) $250,000 of the fiscal year 2000 general fund-state appropriation and $250,000 of the fiscal year 2001 general fund state appropriation are provided solely for the committee to conduct a study, in consultation with the legislative evaluation and accountability committee, of compensation of K-12 certificated instructional staff.  The study shall include:

     (a) Collection and analysis of data on recruitment and retention of certificated instructional staff by school districts.  This shall include:

     (i) Identification of historical changes in recruitment and retention of certificated instructional staff, together with identification and examination of the causes of such historical changes; and

     (ii) Examination of recruitment and retention issues related to specific instructional areas and geographic areas of the state;

     (b) Analysis of the academic attainment and other indicators of performance of persons entering the teaching profession;

     (c) Comparison of salaries and benefits of certificated instructional staff in Washington with those of comparable staff in other states, including historical trends in comparative compensation levels;

     (d) Examination of the merits and feasibility of differentiated compensation of certificated instructional staff on the basis of areas of instruction, performance, and specialized duties;

     (e) Examination of the merits and feasibility of regionalized compensation structures that recognize differences in the cost of living from one geographic location to another; and

     (f) Examination of the educational benefits of the state salary allocation schedule, and consideration of alternatives to that schedule.

     The committee shall contract with the Washington state institute for public policy to prepare a design for the study of salary compensation of certificated instructional staff as required by this subsection.  By July 1, 1999, the Washington state institute for public policy shall submit the project design to the legislative committees on appropriations, ways and means and education for their review.

     The committee shall submit to the legislative committees on appropriations, ways and means, and education a preliminary report on the salary compensation study required by this act on or before July 1, 2000, and a final report on January 1, 2001.@

     On page 69, line 22, reduce the general fund-state appropriation by $500,000.

     On page 70, line 32, reduce the total appropriation by $500,000.

     On page 71, beginning on line 29, strike all of subsections (6) and (7).

     Renumber remaining subsections consecutively.

 

 


 

 

 

EFFECT: Provides funding to the Joint Legislative Audit and Review Committee to conduct a study of compensation for K-12 certificated instructional staff.  Eliminates funding for gravel studies in the Department of Ecology.
