     On page 1, line 11, after the word Apractice.@ add the following: AHowever, the director has the discretion, based upon the facts and circumstances, to determine whether a person is curbstoning as defined in subsection three of this section or simply selling vehicles in order to supplement his or her income.

EFFECT: Gives the director discretion to determine whether curbstoning has occurred.
