    On page 3, after line 32 of the amendment, insert the following:

 

    "NEW SECTION.  Sec. 5.  The department of labor and industries shall conduct an analysis to determine the feasibility of paying at least ninety-five percent of the monthly volume of industrial insurance proper billings for fees and medical charges within thirty days of receipt, and paying or denying at least ninety-five percent of the monthly volume of all industrial insurance billings for fees and medical charges within sixty days of receipt.  The analysis shall include an evaluation of the percentage of the department's industrial insurance billing payments that already meet these timelines.  This analysis may be based on appropriate samples.

    The department shall report its findings to the house of representatives health care committee by December 1, 1999.

 

    NEW SECTION.  Sec. 6.  A state-wide trade association, representing employers that self-insure for industrial insurance in Washington state, as provided for in chapter 51.14 RCW, shall conduct an analysis to determine the feasibility of self-insured employers paying at least ninety-five percent of the industrial insurance proper billings for fees and medical charges on accepted claim conditions, as provided under Title 51 RCW, within thirty days of receipt rather than sixty days as currently mandated by statute and paying or denying at least ninety-five percent of all proper billings for fees and medical charges on accepted claim conditions, as provided under Title 51 RCW within sixty days of receipt.  The analysis shall include an evaluation of the percentage of the self-insured employers whose industrial insurance billing payments already meet the thirty-day timeline.  This analysis may be based on appropriate samples.

    The association shall report its findings to the house of representatives health care committee by December 1, 1999."

 

    Renumber the remaining sections consecutively.

 

    Correct the title.

 

 

 


    EFFECT:  Requires a study by DLI and trade association to determine the effect and feasibility of paying industrial insurance medical bills within certain time frames.
