     On page 14, after line 6, insert the following:

ANEW SECTION. Sec. 10. A new section is added to chapter 81.77 RCW to read as follows:

     In order to provide an incentive for recycling, the provisions of chapter 81.77 RCW shall not apply to the collection or transportation of construction, demolition and land-clearing debris that is collected or transported expressly for the purposes of recycling.@

EFFECT: Exempts haulers of construction, demolition and land-clearing debris from state law regulating solid waste collection companies if the debris is collected or transported expressly for the purposes of recycling.
