Authorizing the secretary of the department of social and health services to take all actions necessary to carry out the purposes of the sexually violent predator law.

    AN ACT Relating to rule-making authority for the special commitment center; and adding a new section to chapter 71.09 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 71.09 RCW to read as follows:

    The secretary is authorized to provide, or arrange with others to provide, all services and facilities that are necessary or appropriate to accomplish the purposes of this chapter, and to take all actions that are necessary or appropriate to accomplish the purposes of this chapter.  The secretary shall adopt rules under the administrative procedure act, chapter 34.05 RCW, as are appropriate to carry out this chapter.
