Requesting the passage of the conservation and reinvestment act.


    TO THE HONORABLE WILLIAM J. CLINTON, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED, AND TO THE SECRETARY OF THE INTERIOR:

    We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

    WHEREAS, Washington state is rich in lands with wildlife habitat, recreational, scenic, and natural resources, and has a long history of protecting the most important lands for the enjoyment of present and future generations; and

    WHEREAS, Washington state continues to have one of the fastest rates of population growth in the country, both increasing demand for recreational lands and the need to protect key lands to maintain the state's wildlife diversity; and

    WHEREAS, H.R. 701, the Conservation and Reinvestment Act, as amended and passed by the Resources Committee of the United States House of Representatives, is a comprehensive measure addressing the needs of Washington and all other states for a stable, ongoing source of federal funding for parks and wildlife purposes, including increasing and stabilizing funding to the states under the Land and Water Conservation Fund, providing funding to promote cultural tourism and rural economic development, addressing urban parks and recreation needs, and providing new funding to help states manage programs for nonhunted wildlife and for nonconsumptive enjoyment of wildlife;

    NOW, THEREFORE, Your Memorialists respectfully pray that the United States Congress and the President expeditiously enact H.R. 701 in the form recommended by the House of Representatives Resources Committee.

    BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable William J. Clinton, President of the United States, the Secretary of the Interior, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
