     Authorizes the department to operate a pilot program to determine the benefits and costs to the public by authorizing dispensing of opiate substitutes under this act.

     Provides that, before January 1st of each year, the secretary shall submit a report to the legislature and governor.  The report shall include the number of persons enrolled in each treatment program during the period covered by the report, the number of persons who leave each treatment program voluntarily and involuntarily, and an outcome analysis of each treatment program.

     Directs the governor and the department of social and health services to seek all necessary exemptions and waivers from and amendments to federal statutes, rules, and regulations to secure the federal changes to permit physicians to dispense opiate substitutes at their ususal place of business in accordance with RCW 70.96A.410 at the earliest possible date.

     Directs the Washington institute for public policy to evaluate the pilot project established in this act.

     Expires June 30, 2004.
