    On page 3, after line 4, insert the following:

    "NEW SECTION. Sec. 3.  By June 30, 2002, the state treasurer shall transfer four million dollars from the emergency reserve fund under RCW 43.135.045 to the state general fund."

    Renumber the sections consecutively and correct any internal references accordingly.
