   Beginning on page 23, on line 28, after "Sec. 22." strike everything through "effect" on page 24, line 2, and insert: "This act takes effect January 1, 2004, except sections 4 through 9 of this act take effect July 1, 2004.

   NEW SECTION. Sec. 23. The secretary of state shall submit this act to the people for their adoption and ratification, or rejection, at the next general election to be held in this state, in accordance with Article II, section 1 of the state Constitution and the laws adopted to facilitate its operation."

   Correct the title.

EFFECT: Adds a referendum clause. Sections which were effective July 1, 2003, are delayed until January 1, 2004.
