On page 4, after line 22, insert the following:

"NEW SECTION. Sec. 6. If specific funding for purposes of this act, referencing this act by bill or chapter number, is not provided in the omnibus operating appropriations act by June 30, 2004, this act is null and void."

Correct the title.

EFFECT: Adds a null and void section. The bill is null and void unless funded in the budget.
