   On page 3, line 24, after "technician;" strike "and"

   On page 3, line 26, after "perform" strike "." and insert "; and"

   On page 3, after line 26, insert the following:

   "(e) Shall provide training regarding the provisions of this act, including procedures for filing a complaint with the department of health or the department of social and health services concerning violations of this act, to all nursing technicians and registered nurses who shall supervise nursing technicians and document the training and make it available for any inspection or survey."

   On page 3, strike all material beginning with "NEW SECTION" on line 27 through "section." on line 33

   On page 6, after line 16, insert the following: 

   "NEW SECTION. Sec. 7. A new section is added to chapter 70.41 RCW to read as follows:

   The department shall investigate complaints of violations of sections 3 and 4 of this act by an employer. The department shall maintain records of all employers that have violated sections 3 and 4 of this act."

   On page 6, after line 16, insert the following:

   "NEW SECTION. Sec. 8. A new section is added to chapter 18.51 RCW to read as follows:

   The department shall investigate complaints of violations of sections 3 and 4 of this act by an employer. The department shall maintain records of all employers that have violated sections 3 and 4 of this act." 

   Renumber the remaining sections consecutively and correct any internal references accordingly. Correct the title.

EFFECT: Requires employers of nursing technicians to train nursing technicians and nurses who supervise nursing technicians. Removes the fines to nursing homes and hospitals and the rulemaking requirement. Moves penalty provisions for nursing homes and hospitals from the nursing care chapter of the RCW to the nursing home and hospital chapters of the RCW.
