Expanding the criteria for habitat conservation programs.
Amends RCW 79A.15.030 to provide that moneys appropriated for this chapter shall be divided as follows: (1) Appropriations of forty million dollars or less must be allocated equally between the habitat conservation account and the outdoor recreation account.
(2) If appropriations total more than forty million dollars, the money must be allocated as follows: (a) Twenty million dollars to the habitat conservation account and twenty million dollars to the outdoor recreation account; (b) any remaining amounts must be allocated as follows: (1) Thirty percent to the habitat conservation account; (2) thirty percent to the outdoor recreation account; (3) thirty percent to the riparian protection account; and (4) ten percent to the farmlands preservation account.
Provides that state agencies receiving grants for acquisition of land under RCW 79A.15.040 shall pay an amount in lieu of real property taxes and an additional amount for control of noxious weeds as determined in RCW 77.12.203.
Establishes the riparian protection account in the state treasury.
Establishes the farmlands preservation account in the state treasury.

Regarding violent video and computer games.
Finds there is a compelling interest to curb hostile and antisocial behavior in Washington's youth and to foster respect for public law enforcement officers.
Provides that a person who sells, rents, or permits to be sold or rented, any video or computer game he or she knows to be a violent video or computer game to any minor has committed a class 1 civil infraction as provided in RCW 7.80.120.
Directs the office of superintendent of public instruction to convene a task force to address the findings of the legislature as stated in this act and to help meet the goals of the curbing of hostile and antisocial behavior of Washington minors and increased respect for public law enforcement officers.
Requires the task force to prepare and submit a report and recommendations to the governor and the legislature not later than December 31, 2004.

Concerning treatment of injured workers covered by industrial insurance.
Finds that the ability of the department to manage industrial insurance health services becomes more difficult as the number or providers and scopes of practice are expanded. The integrity of the industrial insurance program of this state depends in large part upon the provision of quality health and vocational services and care to workers covered under this title. Medically unnecessary or inappropriate health and vocational services delay the recovery process, have grave potential for further injury to workers, and escalate the cost of the industrial insurance program at great unfairness to both workers and employers of this state. Therefore, the director or the director's designee shall accomplish the designated objectives.
Provides that, by December 1, 2005, the department of labor and industries shall report to the senate committee on commerce and trade and the house committee on commerce and labor, or successor committees, on the implementation of this act, including but not limited to the effects of this act on injured worker outcomes, claim costs, and disputed claims.
