   On page 227, line 15, increase the general fund--state appropriation for FY 07 by $150,000

   On page 227, line 22, correct the total.

   On page 231, after line 28, insert the following:

   "(18)$150,000 of the general fund-state appropriation for fiscal year 2007 is provided solely for the recruiting of graduate students in the sciences. The Legislature intends to help institutions of higher education (as defined in 28B.10.016) to recruit outstanding graduate students in the science fields.

   (a) Each institution of higher education (as defined in 28B.10.016) shall submit to the higher education coordinating board a list of outstanding graduate students and how the moneys will be used to augment local moneys.

   (b) By vote the higher education coordinating board shall approve or not approve the lists provided by the universities.

   (c) The higher education coordinating board will release funds to institutions of higher education or their foundations after approving a list of potential outstanding graduate students in science and when local funds are available for match on a dollar for dollar basis.

   (d) The board shall establish guidelines for the program. The board’s duties may include but need not be limited to; the adoption of rules, deadlines and procedures."

EFFECT: $150,000 is provided to the Higher Education Coordinating Board to disburse funds to institutions of higher education or foundations of institutions of higher education for the purpose of recruiting graduate students in the science fields.

FISCAL IMPACT:

Increases General Fund-State by $150,000.
