     AN ACT Relating to creating a child support performance award; adding a new section to chapter 26.18 RCW; and creating a new section.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1   Washington spends significant resources each year on child support services. The legislature intends to acknowledge parents who are fulfilling their noncustodial child support obligation.

NEW SECTION.  Sec. 2   A new section is added to chapter 26.18 RCW to read as follows:
     The department shall:
     (1) Issue to an obligor or noncustodial parent a formal accounting or financial statement, documenting payments and credits for child support, and if applicable, spousal maintenance, at the end of each year, or upon request;
     (2) Award a certificate to those who are in satisfactory or excellent compliance with their noncustodial financial obligations, at the end of each year, or upon request; and
     (3) Keep a record of the certificate, which may be admitted at the court's discretion, as evidence in civil proceedings involving the noncustodial parent.
