   On page 4, after line 31, insert the following:

   "(iv) The non-prevailing party is liable for attorneys fees and court costs. The challenging party must post a bond at the time of filing to cover anticipated costs associated with such litigation."

EFFECT: Provides that the non-prevailing party is liable for attorneys fees and court costs and that the challenging party must post a bond at the time of filing to account for potential costs.
