   On page 13 of the amendment, line 22, strike all of subsection 7

EFFECT: Adds an additional issue for the Governor to consider when developing policy recommendations on how the state can achieve the greenhouse gases emissions reduction goals. Specifies that the Governor shall consider how regulatory and tax policies for electric utilities could be improved to help achieve the greenhouse gases emission reduction goals.

         Removes language authorizing governing boards of consumer-owned utilities to collect a surcharge for costs in excess    of individual rate categories in order to meet the greenhouse    gases emissions performance standard.
