   On page 2, at the beginning of line 1 of the striking amendment, strike "resulting from specific measures" and insert ", including an analysis of the potential percentage of reductions each county and city must make to affect global warming. Estimates made under this subsection must consider: (a) That Washington emits only three-tenths of one percent of the greenhouse gases emitted globally; and (b) the expected cost per taxpayer to achieve estimated reductions"

EFFECT: (1) Modifies provisions pertaining to estimates of greenhouse gas emission reductions that must be made by the Department of Community, Trade, and Economic Development (DCTED) by: deleting a requirement obligating the DCTED to develop estimates of greenhouse gas emission reductions resulting from specific measures; and obligating the DCTED to develop estimates of greenhouse gas emission reductions, including an analysis of the potential percentage of reductions each county and city must make to affect global warming.

(2) Specifies criteria for the DCTED to employ when developing the estimates.
