   On page 8, after line 23 of the amendment, insert the following:

   "NEW SECTION. Sec. 3. A new section is added to chapter 51.32 RCW to read as follows: For the purposes of RCW 51.32.240(4), "recipient" does not include health service providers whose treatment or services were authorized by the department or self-insurer."

Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: Reinstates the exemption of health services providers from the recovery of overpayments.
