EFFECT:

           Phases the nursing home rate reduction so that the greater reduction between fiscal years 2010 and 2011 is taken in the second year instead of the first.

FISCAL IMPACT:

           Reduces General Fund-State by $431,000.

           Increases Other Funds by $756,999.
