    On page 5, at the end of line 12, insert the following:

    "Each school district receiving more than five million dollars from the appropriation in this section shall apply to the Washington state quality award program for an independent assessment of its quality management, accountability, and performance system, within three years from the date of the receipt of funds, and a full assessment every three years thereafter.  Each school district must make the assessment report, feedback report, and corrective action plan report available on the school district website.  The reports must be submitted to the Washington state government management accountability and performance office to assist in improvement of the state's quality and performance system.  Each school district must also submit electronic copies of the reports to the office of the superintendent of public instruction and the state board of education to assist in development of a K-12 accountability and performance system.  The performance goal for all school districts is sixty percent within ten years."

    "(c) Each community college receiving more than five hundred thousand dollars from the appropriation in this section shall apply to the Washington state quality award program for an independent assessment of its quality management, accountability, and performance system, within three years from the date of the receipt of funds, and a full assessment every three years thereafter.  Each community and technical college must make the assessment report, feedback report, and corrective action plan report available on the agency website.  The reports must be submitted to the Washington state government management accountability and performance office to assist in improvement of the state government quality and performance system.  Each community and technical college that receives more than five hundred thousand dollars from the appropriation in this section must submit electronic copies of the reports to the state board for community and technical colleges.  The performance goal for all community and technical colleges receiving funds from the appropriation is sixty percent within ten years."

    On page 9, at the end of line 7, insert the following:

    "Each public entity receiving more than five hundred thousand dollars from the appropriation in this section shall apply to the Washington state quality award program for an independent assessment of its quality management, accountability, and performance system, within three years from the date of the receipt of funds, and a full assessment every three years thereafter.  The public entity must make the assessment report, feedback report, and corrective action plan report available on its website.  The reports must be submitted to the Washington state government management accountability and performance office to assist in improvement of the state government quality and performance system.  The performance goal for the public entity is sixty percent within ten years."

             

 

               EFFECT:  Requires each school district receiving more than $5 million and each higher education institution or other public entity receiving more than $500,000 to apply to the Washington State Quality Award Program for an independent assessment of its quality management, accountability, and performance system, within three years from the date of the receipt of funds.  Each entity must make reports related to the assessment available on its website and submit the reports to the Washington State Government Management Accountability and Performance Office.
