    On page 2, after line 2, insert the following:

    "(4) The labor impacts, including the transfer of employees and the effect on current bargaining units and collective bargaining agreements."

EFFECT:   Requires the Governor to consider labor impacts in the plan for designating the single state Medicaid agency.
