EFFECT: Removes the requirements relating to the location and contents of signs required to be posted at all appropriate locations beginning July 1, 2011. Adds only federally designated rural health clinics to the permissible locations for transfer of a newborn. Removes federally qualified health centers as permissible locations for transfer.
