    On page 4, after line 22, insert the following:

    "NEW SECTION. Sec. 1.  A new section is added to chapter 1.12 RCW to read as follows:

    Pure free speech, that is, mere written or spoken words alone, that lawfully express a person's or organization's beliefs or opinions regarding opposite-sex relationships and unions, including marriage between a man and a woman, and same-sex relationships and unions, including domestic partnerships between a man and a man, a woman and a woman, or a man and a woman, shall not subject the person or organization to civil or criminal liability."

    Renumber the remaining sections consecutively and correct any internal references accordingly.  Correct the title.

EFFECT:   Provides that mere written or spoken words alone that lawfully express a person's or organization's beliefs or opinions regarding opposite-sex and same-sex relationships shall not subject any person or organization to civil or criminal liability.
