    On page 111, after line 23, insert the following:

    "NEW SECTION.  Sec. 200. If any provision of this act or its application to any person or circumstance is held invalid, the act shall be considered invalid in its entirety, and the act and the application of any provision of the act to any person or circumstance shall be considered null and void and of no effect."

    Renumber the remaining sections consecutively and correct any internal references accordingly.  Correct the title.

EFFECT:   Adds a "reverse severability" clause to the bill.
