On page 9, after line 13 of the amendment, insert the following:
"(4) The governor, or the executive agency representing the
governor, must notify the legislature of negotiations involving
emissions from power plants that burn more than one million tons of
coal annually and must make records relating to these negotiations
public throughout the negotiation process."
EFFECT: Requires the governor, or the executive agency representing the governor, to notify the legislature of negotiations involving emissions from power plants that burn more than one million tons of coal annually and must make records relating to these negotiations public throughout the negotiation process.
