On page 9, after line 13 of the amendment, insert the following:
"(4) Any negotiated agreement by the governor, or the executive
agency negotiating on behalf of the governor, concerning emissions from
a power plant that burns more than one million tons of coal annually
must be submitted to the legislature for approval or rejection."
EFFECT: Requires the governor, or the executive agency negotiating on behalf of the governor, to submit to the legislature for approval or rejection any negotiated agreement concerning emissions from a power plant that burns more than one million tons of coal annually.
