On page 27, beginning on line 22 of the amendment, after "governor" strike all material through "operating" on line 23 and insert "with a recommendation for the location, structure, and governance of"
On page 27, beginning on line 25 of the amendment, strike all of section 35
Renumber the remaining section consecutively.
EFFECT: The potential for requiring program demonstration site planning and implementation without adequate funding is clarified by stating that the initial report to the Legislature and Governor is only a recommendation. Because of this clarification, the null and void clause applying to that section is removed.
