On page 111, after line 23, insert the following:
"NEW SECTION. Sec. 202 The secretary of state shall submit this
act to the people for their adoption and ratification, or rejection, at
the next general election to be held in this state, in accordance with
Article II, section 1 of the state Constitution and the laws adopted to
facilitate its operation."

On page 4, line 21 of the title, strike "and" and after "dates" insert "; and providing for submission of this act to a vote of the people"
EFFECT: Adds a referendum clause, requiring a vote of the people for adoption or rejection at the next general election.
