    On page 1, line 21, after "section and" strike "July" and insert "January"

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT:  Reduces period from which a simple majority of the legislature can raise taxes from July 1, 2011 to January 1, 2011.  This is designed to prevent authorization for a simple majority to raise taxes from extending into the 2011-13 biennium.
