Requires conventional unleaded gasoline to be: (1) Available for purchase at all distribution terminals located in Washington state for end-use in marine and aviation applications; and

(2) Limited to end-use in marine and aviation applications unless a sufficient supply of conventional unleaded gasoline is available for other applications.
