Allows private utilities to provide infrastructure needed for economic development in a manner that minimizes development sprawl.

Prohibits a wastewater company from operating a system of sewerage for compensation without first having obtained a certificate from the utilities and transportation commission declaring that the public convenience and necessity requires such operation.

Authorizes the utilities and transportation commission to: (1) Adopt rules establishing fees necessary to recover the actual and reasonable costs of supervising and regulating wastewater companies; and

(2) If it determines that a wastewater company is unfit to provide wastewater service on any wastewater system under its ownership, order the transfer of any such system or systems to a capable wastewater company.
