    On page 2, line 13, after "criteria" insert "or if the county has adopted a removal resolution pursuant to subsection (2)(b) of this section"

EFFECT:   Clarifies that if a county adopts a resolution removing itself from the full planning requirements of the Growth Management Act, it is nevertheless required to fully plan under the Act once it achieves the population thresholds that trigger mandatory planning under the Act.
