EFFECT:  (1) Specifies that purpose of the bill is, in part, to improve the ability of local government utilities to provide facilities and utility services, rather than facilities and services, to the public.  (2) Specifies that the term "utility services" for joint municipal services authorities (Authorities) provisions, includes the provision of retail or wholesale water supply and water conservation services, rather than the provision of retail or wholesale water supply and conservation services.  Makes numerous changes to generally specify that Authorities, in exercising their powers, must do so in connection with performing or providing utility services.  (3) Corrects a spelling error.
