    EFFECT: Adds intent language related to strategies for improving the state's economic climate. Requires the Department of Commerce to: 1)study the requirement to make permit, variance, application, and registration decisions within ninety days as proposed in House Bill 1961; and 2) analyze how this requirement would help to achieve the goal of increasing the percentage of households living in the middle-income bracket.
