    Renumber the remaining subsection consecutively and correct any   internal references accordingly. 

EFFECT: Clarifies that the requirements related to maximum rates only apply when a vehicle is parked and upright, has all its wheels and tires attached, does not have a broken axle, and has not been involved in an accident. Removes duplicative language.
