    On page 63, beginning on line 15 of the amendment, strike all of section 909 and insert the following:

    "NEW SECTION. Sec. 909. REFERENDUM.  The secretary of state shall submit this act to the people for their adoption and ratification, or rejection, at the next general election to be held in this state, in accordance with Article II, section 1 of the state Constitution and the laws adopted to facilitate its operation."

    Correct the title.

EFFECT: Eliminates the emergency clause.  Directs the Secretary of State to submit this act as a referendum at the next general election.
