On page 1, beginning on line 5 of the amendment, after "project" strike all material through "(b)" on line 15 and insert "that meets the following requirements is not bound by permit provisions related to the emissions limit for sulfur established by the department or a local air authority until December 31, 2018, if the generator:
     (a) Has an installed generator capacity of at least seven hundred fifty kilowatts but not exceeding one thousand kilowatts;
     (b) Began operating after 2008;
     (c) Is located on agricultural lands of long-term commercial significance pursuant to chapter 36.70A RCW;
     (d) Is located in a county west of the Cascade mountains, east of the San Juan Islands, and north of Mount Rainier, with a population of at least one hundred fifteen thousand people, but not exceeding two hundred five thousand people; and
     (e) Is fueled by biogas that:
     (i) Is produced by an anaerobic digester that qualifies for the solid waste permitting exemption specified in RCW 70.95.330; and
     (ii)"
