EFFECT: Adds the requirement that a generator must be in operation
on the effective date of this section in order to qualify for the
exemption for permit provisions related to the emissions limit for
sulfur established by the department of ecology or a local air
authority until December 31, 2018.
Clarifies that a generator meeting the specific conditions listed
in the bill is granted an extended compliance period for permit
provisions related to the emissions limit for sulfur established by the
department of ecology or a local air authority.
Modifies the requirement that a generator meeting the specific
conditions listed in the bill must be fueled by biogas that contains
less than 0.1 percent sulfur by volume, after a start-up period not
exceeding one hundred eighty days, to the requirement that it is unable
to maintain 0.1 percent sulfur by volume, after a start-up period not
exceeding one hundred eighty days.
