EFFECT: (1) Modifies the underlying amendment by permitting new or amended master programs approved by the department of ecology (DOE) to authorize qualifying business structures and appurtenant business structures to be considered conforming structures. (2) Specifies that, with respect to business structures and appurtenant business structures, the new authority granted to the DOE does not restrict certain master program authorities or affect the application of other government regulations.
