     On page 4, line 38 of the striking amendment, after "until" strike "six" and insert "three"

    On page 6, beginning on line 14, strike all of section 4

EFFECT:  Reduces the limitation on assessing a congestion reduction charge from six months after imposition to three months after imposition.  Removes the emergency clause so that the bill would take effect 90 days after the adjournment of the session in which the bill is passed.
