EFFECT: Removes the provision prohibiting the Washington
utilities and transportation commission from considering this act for
the period beginning January 1, 2011, through December 21, 2013.
Removes the following from the definition of biomass energy: Food
waste, biosolids, yard waste, and wooden demolition or constructions
debris.
