On page 5, after line 13, insert the following:
"NEW SECTION. Sec. 4 Not later than December 1, 2011, the energy
policy division within the department of commerce shall provide a
report to the energy committees within the senate and house of
representatives on the facilities generating "qualified biomass energy"
under this act, and the utilitization of such energy to satisfy the
qualifying utility's compliance with the targets established in RCW
19.285.040."
EFFECT: Requires report back to the legislature on use of pre- 1999 biomass energy facility's electricity generation to satisfy the Energy Independence Act's targets.
